Dear Mr Leon,
The Metropolitan Library system seeks to provide a safe, friendly and productive environment for library customers and staff.In the library endeavor to do so,it has become necessary to identify certain unacceptable behaviour for the benefit of library customers,visitors,contractors and staff.
On Oct 27,2008 in the Downtown Library I met with you to discuss the fact that we had received several customer complaints regarding your offensive body odor.Our rules of Conduct states that the following action and form of conduct is not permitted:
Entering or being in the library barefoot,without a shirt,with wet clothes,with offensive body odor or hygiene,or being otherwise attired so as to be disruptive to the library environment.
You were asked at the time to please resolve the problem so that you could continue to use the library..I stated that I wanted to be able to continue as our customer.Our Security Manager also discussed this matter with you and repeated the same information.
However,on November 4th,2008 we received a written letter of complaint from another customer concerning this problem.Several staff members confirmed that they had also noticed the offensive odor.
Mr Leon,this letter is to notify you that for your continued disregard of library policies,as on this date,you are barred from entering or using the Downtown Library for a period of one month.You are prohibited from checking out library materials,using the public access computers,or being physically present in the Downtown Library. This access is denied until December 4,2008. At that time we hope that the problem will be corrected so that we can again welcome you to the Downtown Library as a customer.

I have been weighing my options ...this was one of them ...writing an article. And asking for assistance in ideas and resources.

Relocate homeless services outside the downtown core, in order to divert the
negative impact of homelessness on businesses and development.
ISSUE: Collaborate more effectively with law enforcement and the justice system.
Certain behaviors homeless persons engage in are illegal simply because they must do
them in public (e.g. public urination, littering, public intoxication, indecent exposure).
Further, the deinstitutionalized mentally ill who become homeless can often be
perceived by the public as a threat. For these reasons, law enforcement personnel are
often called upon to interact with and sometimes intervene with the homeless.
Explore (with Municipal Court, City Attorney, District Attorney, local law firms, and
local service providers) instituting a homeless court (operating similarly to the
Mental Health and Drug Courts already established) for minor city and county
misdemeanors preventing homeless person from achieving housing. San Diego
was the first city to establish a Homeless Court and local interest through the
American Bar Association has been expressed.
Explore prioritizing housing options for homeless mentally ill persons engaged in

ISSUE: Immediate Negative Impact of Homelessness
Complaints regarding the negative impact of homelessness on the downtown area have
become more prominent in recent months. Complaints generally fall into six behavior
related categories: 1) panhandling; 2) loitering / congregating; 3) trespassing; 4) group
feeding of the homeless from vehicles or in public parks; 5) sanitary complaints
including public urination, littering, etc.; and 6) obstruction of sidewalks. To
complainants these behaviors are threatening, harmful to businesses, an impediment
for urban redevelopment, and are generally unpleasant.
Through the process of this discussion, the committee has come to the realization that
enforcement alone will not reduce the negative impacts of homelessness. Continued
enforcement or legislation should be pursued until more sustainable solutions and
resources, such as those proposed in the balance of this report have been put in place.
Efforts should be directed at concentrating homeless services outside of the
downtown core. Indirectly this would relocate the homeless population and divert
negative behaviors, which tend to be prominent in areas where homeless
services are abundant and where the primary needs of the homeless can be met.
ISSUE: Inefficient or misdirected giving
Individuals, churches and unaffiliated organizations, intending to help the homeless,
often provide well-meaning but ineffective assistance. Examples include handing out
blankets, which inadvertently encourages the recipients to stay outdoors; feeding in
public places, which leads to complaints of littering and other concerns.
Coordinated giving for identified needs is shown to solve long-term issues of
Now, many of the issues and recommendations are relevant and justified but then many are discriminatory and violate the Constitutional Rights of a segment of society.
Enforcing specific ordinances against a targeted group for implied intent of forcing them "out" of the downtown area for the comfort level of another group is simplistic and against the law.
I only reccommend that they visit these issues with a truly informed mind as to why these people are congregating at the Downtown library( most are actually using the facilty for it's intent of design) and at the surrounding area at the City Rescue Mission( an enabled dysfunction by the administrators of the facilty for extreme profit reaped with such little expenditure;salaries,expense accounts,insurance and incentives for the paid employees and salaried officers).

1 Get the person who wants to stop using drugs and alcohol ,treatment.And really research why it is not readily made available to them(money and exclusivity).Perverse Poverty Induced by Crack and dealers and those who finace it (prominent members of our city) on 1st and 15th of the month
2 Require that the City Rescue Mission hire three(3) active Social Workers who seek out those in the Mission to advocate for them and help them prepare the process for the available resources that would benefit them.(OKC Public Housing,Federal Housing, Senior Citizen Housing,Food stamps,Medicaid,Rehab and Counseling through Redrock and Northcare,..etc..)This will reduce the people at the City Rescue Mission and as a result those that are homeless that "hang" around the Downtown area. A more viable,civil,humane way to tackle the "Homelessness Issue" not to mention,legally viable.
3 Make these persons self sufficient and stable through the above measures and then provide some sort of education that is according to their capabilties by an assessment .
Many of these people would rather be at their "home" than at the library,downtown area (Metro Transit)or the City Rescue Mission stewing in their anger,shame ,guilt and addictions .
We ,collectively, are bright enough to come up with some viable answers without be distracted or manipulated by the profit of Mammon others would try to impose on us at our expense and those we are attempting to Recover.
Without violating their's or our dignities and rights.For cause and effect are immediate and our children will suffer as a result of the sin's of the Father.And most of us whether considered evil or good ,love our children.
This is slander,libel,defamation of character and highly embarrassing to say the least.
This is pretext to violate Civil and Human rights. Namely pretext to deny Freedom of Speech.
This is discrimination.Selective discrimination.
