The problem is that the UNITED STATES OF AMERICA , FOX NEWS,CBS,ABC ,KBR,HALLIBURTON,BLACKWATER(XE),MONSANTO...etc , are ALL Corporate entities that have been infected with malfeasance and avarice through the misguided capitalism we all love...a soulless concoction that has manifested into an entity that has materialized into the resources and "person" of a Corporation... with rights and protections afforded to a real person... that are also given "Favored 'Nation' status", by the bait of mammon...meaning that they are motivated to expend exponentially...YOUR money...through a "new"tactic;Cost -Plus Contracts.Basically,thievery and waste.
Cost -Plus contracts allows the contractor to charge for what it has spent, then allows add on for profit.
So it's in the best interest of the Corporation to claim greater expenditures...of course open ended ...here's a great example...
